Summary
The
Italian law 353/2000 “Framework law about wildfires” establishes that,
for natural parks and natural reserves of the Italian nation, a suitable
plan has to be drawn up by the Environment Ministry together with
interested regional governments, on the basis of a proposal of park
authorities. The purpose of this tool is to plan measures against
wildfires, choosing the actions with higher priority. Obviously, an
essential requirement for this aim is the forecast of the phenomenon, that
has to be necessarily based on the analysis of what happened in the last
years. The result of this forecast can be synthesized by using an
indicator, called fire risk, that contemporaneously express: the
probability that the event occurs, its propagation easiness and extinction
difficulty, the gravity of consequent damages. This synthesis is as more
effective as it can express in a more truly way the components of
whom it is made up. In this paper is proposed a methodology for the
calculation of this indicator, based on a quantitative approach. In
particular the existing mathematical relationships among risk and its
components are formally expressed; moreover a physical dimension is
assigned to each component, so that the measurability is allowed and,
therefore, the verifiability of the performed prediction is allowed too.
In order to calculate each component, mathematical models are proposed,
whose parameters can be calibrated. The proposed methodology was
experimented by applying it, with the aid of a GIS, to the drawing up of
the Plan for programming forecast, prevention and active fight activities
against wildfires of the Aspromonte National Park (Calabria, Italy).
